In a significant move to strengthen Nigeria’s economy and promote transparency, President Bola Ahmed Tinubu has approved a new “Nigeria-First” procurement policy. This initiative mandates that all federal Ministries, Departments, and Agencies (MDAs) prioritize locally produced goods and services in their procurement processes.
The policy aims to stimulate domestic industries, create jobs, and reduce reliance on imports by ensuring that government spending supports Nigerian businesses. It also seeks to enhance accountability and efficiency in public procurement.
To enforce this policy, the Bureau of Public Procurement (BPP) has been directed to oversee compliance across all MDAs. The BPP recently launched the Nigeria Procurement Certification Portal, a digital platform designed to train and certify procurement professionals, ensuring adherence to the new guidelines. This initiative is part of a broader effort to professionalize procurement practices and align them with international standards.
In line with the Nigeria-First policy, President Tinubu has also approved ₦10.3 billion for the bulk purchase of Nigerian-made medications and diagnostic kits. This funding is intended to support local pharmaceutical manufacturers and improve healthcare delivery across the country.
Furthermore, the administration has mandated the procurement of compressed natural gas (CNG)-powered vehicles by all MDAs. This directive is part of Nigeria’s transition to cleaner energy sources and aims to reduce transportation costs and environmental impact.
President Tinubu has emphasized that any procurement above specified thresholds must receive a Certificate of No Objection from the BPP. This measure is designed to prevent contract splitting and other forms of procurement malpractice. The administration has signaled its readiness to sanction officials who violate these regulations.
The Nigeria-First procurement policy reflects the Tinubu administration’s commitment to economic revitalization, transparency, and sustainable development. By prioritizing local content in government procurement, the policy aims to foster a more self-reliant and prosperous Nigeria.
